Try Vistalizator - this tool allows you to change display language in Vista editions far better than (officially supported) Ultimate, like Starter, Home Basic, Home Premium and Business. Vistalizator overrides the limit of one MUI language on non-Ultimate Vista editions. But there are also some minor problems Vistalizator as noted on the Vistalizator official site www.froggie.sk/. When you use Vistalizator to add new languages, Windows Update and Control Panel may not function properly.
